【摘要】:Thepurposeofthisguideistoestablishaminimumlevelofknowledgeandskillsforthewaterrescueresponder.Theapplicationwillimprovethequalityofinitialemergencyresponse,therescueofthewatervictims,andthesafetyoftherescuers.Allpersonswhoareidentifiedaswaterrescuersandwaterrescuerespondersshallmeettherequirementsofthisguide.Thisguidedoesnotprecludethescopeofperformancesforwaterrescuersneedingmoreadvancedormorespecializedwaterrescuetraining.Thisguidewillassistgovernmentagencies,state,local,orregionalorganizations;firedepartments;rescueteams,andotherswhoareresponsibleforestablishingaminimumperformanceforpersonnelwhorespondtowateremergencies.1.1ThisguidecoversminimumrequirementsforthescopeofperformanceofawaterrescuerIwhomayberesponsiblefortheinitialonsceneevaluation,performinglandbasedwaterrescues,andprovidinginitialpatientcareatawaterrescueincident.1.2Thisguideisoneinaseries;waterrescuerIisonlyabeginningleveldesignedforawaterrescueresponder.Dutiesandresponsibilitiesatwaterrescueoperationsvaryaccordingtothewaterrescuer''sskillsandknowledge.AsthewaterrescuerlevelIprogressesandbecomesmoreproficient,theindividualwillmovefromrespondertoin-waterrescuertorescueboatoperator.Thisstandardmayinvolvehazardousmaterials,operations,andequipment.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
